Yes, it is a highly valued skill that you could pay anywhere from $250/month to $10,000/month on hiring someone. If you're trying to show up in Google for competitive, national keywords you could pay even more!
However, you can do it yourself. Yes. You can learn SEO and I happen to think it's relatively easy.
If you've created your own website with WordPress, Wix, Weebly, or SquareSpace then you can certainly implement best practices and be competitive on Google.

There is a clearly defined set of best practices, but things change year to year.
Google releases hundreds of updates a year, including 2-4 major updates. Some advice from three years ago would actually hurt your website today.
The core fundamentals don't change. Google is in the business of showing searchers what they are looking for.
If you do a good job fulfilling this and make sure Google knows what your website is about, you'll always win over time.
